Project Renewal was a military-run Solar Coalition program that took a wide range of incarcerated individuals from jails throughout Coalition territory to serve as “research and development subjects.” The project was justified by the Coalition’s rising number of overpopulated prisons and the high cost associated with maintaining even a decent prison system. The Renewal subjects were submitted to experimental drug testing, medical experiments, and technology testing. The Renewal Project was very controversial within the Coalition’s civilian government and military command structure and was a classified military secret during its initial run at Gateway, a large military installation orbiting Saturn’s moon Titan. Gateway also served as a mobile suit testing ground, and Renewal prisoners were sometimes used for this purpose when certain prototype mobile suits or testing conditions were deemed too unsafe for regular military pilots. The ages of Renewal subjects ranged from prisoners in their early teens to late fifties and the mortality rate was 1/3.
